Environmental Impact Statement Of Proposed N18 Gort To Crusheen Dual Carriageway

SECTION 51 OF THE ROADS ACT, 1993 AS AMENDED BY THE PLANNING AND DEVELOPMENT ACTS, 2000 - 2002.

This project is being undertaken by Galway County Council on behalf of Clare County Council in accordance with an agreement made under Section 85 of the Local Government Act, 2001 and approved by the National Roads Authority under Section 14(8) of the Roads Act, 1993.

Galway County Council has prepared an Environmental Impact Statement in respect of the above proposed road development, which will provide a Dual Carriageway extending from Gort in County Galway to a point south of Crusheen in County Clare, as illustrated below, and has applied to An Bord Pleanála for approval of the proposed road development under Section 51 of the Roads Act, 1993 (as amended by the Planning and Development Acts, 2000 - 2002)

The proposed road development consists of:

The construction of a dual carriageway and associated side roads, which will link the existing N18 at Glenbrack, north of Gort, County Galway, to the proposed N18 Ennis Bypass at Carrowdotia, south of Crusheen, County Clare through the townlands of Glenbrack, Gort, Ballylennan, Drumminacloghaun, Ballyhugh, Ballysheedy, Ballybaun, Sheeaun, Caherbroder, Ballyboy, Derry, Lurga, Curtaun, Rathwilladoon and Gortavoher in the County of Galway and Monreagh, Derrygarriff, Sranagalloon, Gortaficka, Clooneen, Crusheen, Caheraphuca, Ballyline, Bearnafunshin, Curraderra, Cragard and Carrowdotia in the County of Clare.

The works consist of the following:

• The construction of 22 km of new dual carriageway.

• The provision of one grade-separated junction at Crusheen, Co. Clare.

• The provision of one at-grade junction at Ballinger’s Corner, Gort, Co. Galway.

• The re-alignment/improvement of 17 no. regional and county roads crossed by the proposed dual carriageway.

• The construction of 12 km of new access roads.

• The construction of 14 no. bridge structures.

• The construction of 5 no. underpass structures.

• The construction of 24 no. culvert structures.

• Provision of road drainage including attenuation ponds, constructed wetlands, and swales.

• Provision of interceptor drains at earthworks cuttings & embankments.

• Diversion of existing public and privately owned services & utilities and the installation of street lighting at junctions.

• The construction of retaining walls, noise barriers, boundary walls, fencing, access treatment & accommodation works.

• The provision of earth mounding and appropriate landscape works.

A copy of the Environmental Impact Statement may be inspected, between the hours of 9.30am to 1.00 pm and 2.00 pm to 4.00 pm on Mondays to Fridays from 24th February to 24th March 2006 inclusive, excluding public holidays, at:

Written submissions in relation to the likely effects on the environment of the proposed road development may be made to An Bord Pleanála at 64 Marlborough Street, Dublin 1 no later than 5.00 pm on 10th April 2006.

A Compulsory Purchase Order has been made in respect of the proposed road development and, where written objections are made to the Board, an oral hearing will be held.

Evidence in relation to the likely effects on the environment of the proposal may be given at the oral hearing.

Before making its decision on the application for approval, the Board must consider the Environmental Impact Statement, any written submissions made to it and not withdrawn and, where an oral hearing is held, the report and any recommendations of the inspector holding the oral hearing where evidence is given in relation to the likely effects on the environment of the proposed road development. Public notice of any oral hearing will be given at a later date.
