ENVIRONMENTAL IMPACT STATEMENT OF THE PROPOSED N6 GALWAY CITY OUTER BYPASS

Section 51 of the Roads Act, 1993 as amended by the Planning and Development Acts, 2000 –2004

This project is being undertaken by Galway County Council on its own behalf and on behalf of Galway City Council in accordance with an agreement made on the 28th of June 2004 under section 85 of the Local Government Act 2001 and approved by the National Roads Authority under Section 14(8) of the Roads Act, 1993.

Galway County Council has prepared an Environmental Impact Statement in respect of the above proposed road development, which plans to provide a Dual Carriageway extending from Garraun North Townland to Loughinch Townland and a 2 + 1 Road extending from LoughInch Townland to New Village Townland, Co. Galway, as illustrated below, and has applied to An Bord Pleanála for approval of the proposed road development under Section 51 of the Roads Act, 1993 (as amended by the Planning and Development Acts, 2000 – 2004).

The proposed road development consists of:

The construction of a Dual Carriageway, a 2+1 Carriageway, and associated side roads, which will link the existing R336 at New Village, west of Barna, to the proposed N6 Galway to Ballinasloe Dual Carriageway at Garraun North, northwest of Oranmore, through the townlands of New Village,Knocknagreana, Forramoyle West, Forramoyle East, Trusky West, Trusky East, Cloghscoltia, Loughinch, Aille, Cappagh, Lenabower, Keeraun, Tonabrocky, Boleynasruhaun, Gortatleva, Killeen, Kentfield, Bushypark, Dangan Lower, Menlough, Coolagh, Ballindooly, Carrowbrowne, Ballygarraun, Pollkeen, Brockagh, Breanloughaun, Ballintemple, Coolagh, Glenrevagh and Garraun North.

The proposed works consist of the following:

• The construction of 18 km of new Dual Carriageway
• The construction of 3.5 km of new 2+1 Carriageway
• The provision of 3 No. grade separated junctions at Gortatleva, Ballindooly and Garraun North
• The provision of 4 No. at grade junctions
• The realignment / improvement of 15 No. regional and county roads crossed by the proposed scheme
• The construction of 8 km of new accommodation roads
• The construction of 10 No. road bridge structures
• The construction of 1 No. river bridge structure
• The construction of 2 No. accommodation bridge structures
• Provision of road drainage including attenuation ponds, wetlands, soakaways and swales
• Provision of interceptor drains at earthwork cuttings and embankments
• Diversion of existing public and privately owned services and utilities and the installation of street lighting at interchanges
• The construction of retaining walls, noise barriers, boundary walls, fencing, access treatment and accommodation works
• The provision of earth mounding and appropriate landscape works

A copy of the Environmental Impact Statement may be inspected, between the hours of 9.30a.m. to 1.00 p.m. and 2.00 p.m. to 4.00 p.m. on Mondays to Fridays from the 11th of December 2006 until 19th of January 2007 inclusive, excluding public holidays, at the offices of :

• The Offices of Galway County Council, Áras an Chontae, Prospect Hill, Galway
• The Offices of Galway City Council, City Hall, College Road, Galway.
• The Offices of Galway County Council, Oranmore Area Office, Lackagh, Turloughmore, Co Galway.

Written submissions in relation to the likely effects on the environment of the proposed road development may be made to An Bord Pleanála at 64 Marlborough Street, Dublin 1 no later than 5.00p.m. on Friday the 2nd February 2007.

A Compulsory Purchase Order has been made in respect of the proposed road development and where written objections are made to the Board, an oral hearing will be held. Evidence in relation to the likely effects on the environment of the proposal may be given at the oral hearing. Before making its decision on the application for approval, the Board must consider the Environmental Impact Statement, any written submissions made to it and not withdrawn and where an oral hearing is held, the report and any recommendations of the inspector holding the oral hearing where evidence is given in relation to the likely effects on the environment of the proposed road development. Public notice of any oral hearing will be given at a later date.
