Licensing of Discharges
The Council's function under this heading is covered by the Water Pollution Acts and includes the issuing of discharge licences under the said Acts. The application for a Discharge Licence is similar to an application for Planning Permission with the same necessity to publish a public notice in the press and the same procedure for appeal (to An Bord Pleanala). The Council maintains Registers of licences issued in respect of discharges to water bodies including groundwater and sewers. There is an ongoing programme of sampling of discharges to ensure compliance with licence conditions.
