Local Improvement Schemes
The Local Improvement Scheme applies to accommodation works for the improvement, reconstruction of non-public roads, serving farmlands, houses, bogs, small bridges including associated drainage works. The works must benefit two or more parcels of land owned or occupied by two different persons engaged in separate agricultural activities, or provides access for harvesting purposes (including turf removal), or in the opinion of the County Council be used by the public. The works should not be ordinary maintenance of a kind which the applicants could reasonably be expected to do themselves. The applicants must pay a local contribution of 10%-15% of the estimated cost of the project, which depends on the overall size of the scheme. The local contribution must be paid before the commencement of the work on a project. Free labour or materials are not accepted as part of the contribution. Applications are received and processed on an ongoing basis, and if the scheme qualifies it is placed on a priority list. A programme of works is drawn up which is put into operation when the grant allocation is received from the Department of the Environment, Heritage and Local Government and the CLÁR Programme. Priority is given to projects most requiring attention in the county as a whole. Applicants not receiving an offer within a three year period have to reapply if they still want to proceed with a scheme.
On completion of a project, the responsibility of the County Council is at an end, and any future maintenance of the works, is the responsibility of the user.
