Taking a Group Scheme In Charge
Introduction
The Group Water Supply, or Sewerage, Scheme’s trustees must contact the Water Services Department and make it known that the Group Scheme wishes to be taken in charge by Galway County Council.
Note: all members of the scheme must agree that the scheme be taken in charge.
- The Group Scheme trustees must get each member of the scheme to complete and sign the Taking in Charge Survey Sheet, which is included below. This completed form is then forwarded to the Water Services Department.
- The County Council receives an annual allocation from the Department of the Environment and Local Government specifically for the purposes of taking group schemes in charge. It is therefore necessary to assess each application as it is received and prioritise the list of schemes waiting to be taken in charge.
- Each scheme must be upgraded to a certain standard before it is taken in charge. For instance, where extensive leakage exists on a scheme, some or all of the pipe network may need to be replaced. It may also be necessary to install valves, meters or other appurtances. If the work required is extensive, contract documents will be prepared by Water Services engineering staff, or their consultants. The work involved may then be carried out by contract, under the supervision of the council engineer, or it may be carried out by direct labour.
- All wayleave agreements and deeds to any land acquired by the scheme must be transferred to the County Council.
- The Group Scheme has not officially been taken in charge until the Memorandum of Agreement (see below) is completed and returned to the County Council.
